US Secretary of State Marco Rubio to Visit India Oct 19-22, Skips Delhi for Mumbai and Jamnagar

US Secretary of State Marco Rubio will travel to India from October 19 to 22 for his second visit to the country in six months, but he will not stop in New Delhi. Instead, his itinerary takes him to Mumbai and Jamnagar, with energy and trade topping the agenda. The trip was announced by the US Department of State on October 14, and it follows a stop in Samarkand, Uzbekistan, for a regional conference.

The decision to bypass the national capital is unusual. Rubio is expected to meet External Affairs Minister S. Jaishankar during the visit, and he will hold talks with senior government officials on strengthening the US-India strategic partnership, discussing regional and global developments, and exploring deeper energy cooperation, according to the State Department statement. He is also expected to meet business leaders to promote investment opportunities.

Why Jamnagar Matters

The Jamnagar stop carries particular weight. The Gujarat city is home to the world's largest single-site refinery, operated by Reliance Industries, and the trip is expected to include a major reception hosted by the Ambani family. The Jamnagar refinery is among the top three refiners of Russian Ural crude oil, though it has reduced its share of those imports.

The timing is significant. The visit comes just a day after US President Donald Trump is required by Congress to propose additional tariffs as sanctions on India and other countries purchasing Russian oil, under the Sanctions Against Russia and Iran Act (SRIA) passed into law last month. India has already conveyed its concerns over the SRIA to Washington.

Strained Economic Ties

The visit takes place against a backdrop of friction in the economic relationship. Finance Minister Nirmala Sitharaman said last week that talks on the Bilateral Trade Agreement had "plateaued," and the Trump administration recently suspended permission for five Indian tech outsourcing companies to certify Indian professionals as eligible for green cards or permanent residency.

India's Ministry of External Affairs has not formally confirmed the visit or explained the absence of a Delhi stop. Spokesperson Randhir Jaiswal said details would be disclosed as they develop. Rubio last visited Delhi in May 2026 for the Quad Foreign Ministers' meeting. Despite the strains, Trump and Prime Minister Narendra Modi are due to meet on December 13 on the sidelines of the G20 summit in Florida.
