L-G Manoj Sinha Prorogues Jammu and Kashmir Legislative Assembly After Autumn Session

Srinagar: Lieutenant Governor Manoj Sinha on Monday issued an order proroguing the Jammu and Kashmir Legislative Assembly, formally winding down the House's Autumn session, which ran from September 21 to September 30.

The order

The order was issued in exercise of the powers conferred under Clause (a) of Sub-section (2) of Section 18 of the Jammu and Kashmir Reorganisation Act, 2019, and announced through a bulletin issued by Assembly Secretary M K Pandita.

Prorogation is a technical term that means temporarily stopping the work of a legislative body without dissolving it — pending business lapses, but the House itself continues to exist.

A session marked by the statehood resolution

The 10-day Autumn session was politically significant: during it, the House passed a resolution calling upon the Centre to restore statehood to Jammu and Kashmir, a long-standing demand of the elected government led by Chief Minister Omar Abdullah.

The Assembly is now likely to meet next for the Budget session in Jammu early next year.

What prorogation means

With prorogation ordered, all pending legislative business of the Autumn session stands formally concluded. The Assembly will be summoned afresh whenever the next session is convened.
