India and Pakistan Summon Each Other's Top Diplomats Over Deadly Border Incident in Punjab

India and Pakistan summoned each other's top diplomats in rapid succession on Saturday, trading strong protests over a border incident in Punjab's Ferozepur sector a day earlier in which Border Security Force (BSF) personnel shot dead two Pakistani nationals.

The escalation began when Pakistan's Foreign Ministry summoned India's charge d'affaires to protest the killings. New Delhi followed hours later by summoning the charge d'affaires of the Pakistan High Commission to lodge a strong protest of its own over what it called the "continued facilitation of illegal cross-border infiltration" from Pakistan.

What New Delhi says

The Ministry of External Affairs said the incident took place on October 2 in the Ferozepur sector along the International Border. According to the ministry, three individuals crossed into Indian territory and continued moving toward the border fence despite repeated BSF warnings to return to Pakistan. "The BSF was compelled to engage them for posing an imminent security threat," the ministry said in a statement.

New Delhi described the episode as part of a "clear pattern of repeated cross-border movement by armed narcotics syndicates operating from Pakistan" and urged Islamabad to investigate the infiltration and drug-smuggling activity, including what it termed the complicity of Pakistan's border guarding forces. It also called on Pakistan to respect the sanctity of the International Border and take measures to prevent a recurrence.

What Islamabad says

Pakistan rejected India's account, describing the two men who were killed as unarmed civilians in the Bedian sector and calling the BSF's action "unprovoked lethal force" that was "wholly unjustified and grossly disproportionate." It said another person was wounded.

Islamabad demanded an "immediate, transparent and credible investigation," disciplinary and legal action against those found responsible, and a formal communication of the findings to Pakistan, while saying the incident raised concerns about the protection of civilian life under international law.

The two governments now hold sharply different accounts of the same incident — infiltration attempt on one side, unlawful killing of civilians on the other — leaving the October 2 episode as the latest flashpoint in an already strained bilateral relationship.
